Finalization of Priority Wait List(PWL), verification and uploading of priority list

The list of PMAY beneficiaries has been finalized by following a systematic procedure. After uploading of SECC-2011 data for houseless, one room kuccha house and two rooms kuchha house in the Awasssoft as per priority, the field level functionaries have also verified each and every houses of the beneficiaries who have found place in the priority list and deleted the names of those beneficiaries who have a pucca house and with the 13 parameter for exclusion i.e.

  • Motorised two/three/four wheeler/fishing boat
  • Mechnised three/four wheeler agriculture equipment
  • Kisan Credit card with credit limit 50000 or above
  • HH with any member as a Govt Employee
  • HH with non-agricultural enterprises registered with Govt
  • Any member of the family earning more than Rs.10000 per month
  • Paying Income Tax
  • Professional Tax
  • Own a refrigerator
  • Own a landline phone
  • Own 2.5 acres or more of irrigated land with atleast one irrigation equipment
  • 5 acres or more of irrigated land for two or more crop season
  • Owning atleast 7.5 acres of land or more with atleast one irrigation equipment

After deletion the name in the priority list, again the name were arranged as per priority in village-wise which is being finally approved by the Appellate Committee at district level headed by Collector. After finalization of the priority list by Appellate Committee, the names are available in the Awaassoft software for registration, Geo-tagging, Sanction and other sequential process.

Registration with verified Adhaar number of eligible beneficiaries under the scheme

Registration has been made after giving physical work order to the beneficiaries which was taken in campaign mode. The priority list was updated in the software after collection of required documents like, land patta, adhaar number, job-card number, Bank account number etc of the beneficiaries and duly verified by filed functionaries.

Status of sanctioning of houses and completion of PMAY-G houses as agaist the target

As on 31/03/2018, the target fixed by the Govt. for all he financial year to complete the houses are 58733, out of which 30447 nos. of houses have been completed having 51.84 percent and most of the houses are in the roof level and approcing for completion. Local capacity building for uninterrupted supply of construction materias and steps taken for training of rural mason

  • On-side Mason Training has been taken up in all the Blocks to expedite the incomplete houses of PH, old, destitute beneficiaries covered for construction in PMAYG.
  • 780 masons has already trained during current FY and tagged with beneficiries for early completion of houses.
  • Tagged CBOs/SHGs for monitoring the process of completion.
  • Material management by the technical staff for early completion of house. They have interfered in those cases where there is any laxity of material and tagged beneficiaries with the material supplier. PRI members are also involved in case of any difficulties faced by the beneficiaries in any reason for non progress of houses.

Adoption of housing typologies in construction of houses

In each GPs JE/GPTAs was tagged with beneficiaries for management of construction materials as well as quality construction of house as per their requirement. Each technical staff has been instructed to adopt at least 5 houses of PMAYG for good construction and beautification so that other beneficiaries would attract and take help of the technical staff engaged in the GPs. Beneficiaries having no land has been identified in the GPs and provide .04 acre. land with patta with the help of Tahasildar. Masons were also tagged where ever required by the beneficiaries. from the trained mason.

Convergence with other schemes such as MGNREGS, DDUGKY, PMUY etc in the implementation of the schemes

Each of the beneficiaries was being facilitated to create one livelihood asset through convergence with MGNREGS and National Rural Livelihood Mission. They have provided assistance to construct assets like cowshed, goat-shed and vermin compost unit on their land as an additional source of livelihood. District administration took proactive steps to provide 95 mandays and an IHHL with an estimated cost of Rs.12000/ to each and every PMAYG beneficiaries from MGNREGA. The Government has declared an incentive of Rs. 20,000 to the beneficiaries who completed their houses within four months of the issue of work order and Rs.10,000 for completion within six months. SHG group members are also supervising the completion of house in their locality in which they have provided with Rs.900/- for completion of each house within 4 month.

Information Education & Communication (IE & C) activities for promotion of schemes

A comprehensive ICE plan was developed and executed for community sensitization. Miking for awareness among the beneficiaries for not to give bribe to get a house under Rural housing Scheme. Audi Jingle, a awareness programme in local dialect has been taken up in every GP on various aspects of the schemes, installments details, convergence with MGNREGA, OLM etc. Beneficiaries were sensitized on schemes guidelines, housing design, quality parameters of construction. Timely release of installments and incentives and advance intimation for quick information. Fixing timeline of completion of house in consultation with beneficiaries and masons during AwasMela.

Redressal of grievances and addressing the queries of people

Toll free numbers allotted for redressal of grievance by the beneficiaries and the same were displayed in each GPs and Blocks. Block level and DRDA level team enquire about the grievance petitions. The grievance of the beneficiaries was resolved within 3 days time or intimate the to the higher authority for solution, if any

Innovation adopted in implementation of scheme

  • On 25th of every month AwasMela conducted in each GP Hq. in which all the beneficiaries (incomplete house) were attended and have given feedback and their reason of incomplete. Accordingly action taken by the BDOs for early completion.
  • Block and GP staffs have been tagged for each and every incomplete houses.
  • Cluster Review approach to review all the tagged staff in the Sub-Division headquarter by the Collector, PD,DRDA & DRDA officials
  • Priority list has been published in GP Office, AWC Building and other public places for transparency and wall painting of the final priority list has ben done in each and every GP office.
  • Incentives for 7010 benf.has been released to Blocks for payment to the beneficiaries of PMAY-G for 2016-17
  • Rs.20,000/- to be paid as incentives to the beneficiaries who have completed house within 4 months
  • Rs.10,000/- to be paid as incentives to the beneficiaries who have completed house within 6 months

Transparency/ Accountability in implentation of the scheme

It is not utmost importance that Centrally Sponsored Schemes are properly implemented and misutilisation and other irregularities are minimized. This requires greater transparency in the implementation of PMAY at various levels and hinges on the assumption that people should have access to information about implementation of this programme in all their aspects. The disclosure of information should be the rule and withholding of information an exception. The district firmly implemented all transparency measures and closely monitors the field level execution. List of items (illustrative not exhaustive) on which information should invariably be made available to people to bring about greater transparency at village, block and district level is given below:

Village Level

  • List of people under SECC, 2011
  • List of beneficiaries identified during preceding year and current year including details of SC/ST, women beneficiaries and disabled persons under PMAY
  • Allocation made to the village under PMAY
  • Guidelines of PMAY/ criteria of selecting beneficiaries
  • Display of PMAY sign board on the allotted houses.

Block Level

  • Details of houses taken up at Block Level with cost, sources of funds, implementing agency.

  • Distribution of targets village-wise for the scheme nas release of incentives and other expenses.
  • Allocation/ Availability of funds and progress in implementation of PMAY.

  • Distribution of IAY target block-wise/ village-wise for the scheme.
  • Criteria for distribution of funds to blocks/ villages including norms for its selection under PMAY.

Overview of MGNREGA

The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), also known as Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS) is Indian legislation enacted on August 25, 2005. The MGNREGA provides a legal guarantee for one hundred days of employment in every financial year to adult members of any rural household willing to do public work-related unskilled manual work at the statutory minimum wage. The Ministry of Rural Development (MRD), Govt of India is monitoring the entire implementation of this scheme in association with state governments.

Mahatma Gandhi National Rural Employment Guarantee Act (Mahatma Gandhi NREGA) aims at enhancing livelihood security of households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work. The Act also mandates payment of unemployment allowance in case the State fails to provide work to the applicant within 15 days.

MGNREGS not only empowers rural people with right to work, but also serves other objectives such as creation of durable assets that can provide environmental services and sustainable livelihood; reduction in distress rural migration; and work participation by women, Scheduled Castes (SCs) and Schedules Tribes (STs), and disabled persons. MGNREGA is the first ever law internationally that guarantees wage employment at an unprecedented scale.

Adult members of rural households submit their name, age and address with photo to the Gram Panchayat. The Gram Panchayat registers households after making enquiry and issues a job card. The job card contains the details of adult member enrolled and his /her photo. Registered person can submit an application for work in writing (for at least fourteen days of continuous work) either to Panchayat or to Programme Officer.

The Panchayat/Programme officer will accept the valid application and issue dated receipt of application, letter providing work will be sent to the applicant and also displayed at Panchayat office. The employment will be provided within a radius of 5 km: if it is above 5 km extra wage will be paid. Payments to the workers will be paid within 15 days.

Activities covered under MGNREGA

Permissible activities as stipulated in Para 1 of Schedule-I of Mahatma Gandhi NREGA are as under:

  • Union Rural Development Ministry has notified works under MGNREGA, majority of which are related to agricultural and allied activities, besides the works that will facilitate rural sanitation projects in a major way.
  • The works have been divided into 10 broad categories like Watershed, Irrigation and Flood management works, Agricultural and Livestock related works, Fisheries and works in coastal areas and the Rural Drinking water and Sanitation related works.
  • Briefing the MGNREGA 2.0 (the second generation reforms for the rural job scheme) the priority of the works will be decided by the Gram Panchayats in meetings of the Gram Sabhas and the Ward Sabhas.
  • The Rural development also informed that the 30 new works being added in the Schedule 1 will also help the Rural sanitation projects, as for the first time toilet building, soak pits and solid and liquid waste management have been included under MGNREGA. Though the overall 60:40 ratio of labour and material component will be maintained at the Gram Panchayat level but there will be some flexibility in the ratio for certain works based on the practical requirements.
  • Construction of AWC building has been included as an approved activity under the MGNREG Act. ‘Guidelines for construction of Anganwadi Centres’ under MGNREGS have been issued jointly by Secretary, WCD and Secretary, Ministry of Rural Development, on 13th August, 2015. Under MGNREGS, expenditure up to Rs.5 lakh per AWC building for construction will be allowed. Expenditure beyond Rs. 5 lakh per AWC including finishing, flooring, painting, plumbing, electrification, wood work, etc. will be met from the ICDS funds.
