Industries and Handicrafts of Balangir District

Objectives

The District Industries Centre, Balangir has been functioning since 1978, in order to provide service to the people of Balangir District in all respects of industrial promotion i.e. preparation of project reports, facilitating financial assistance from financing institutions, marketing assistance, allotment of Govt. land and shed, Raw–material recommendation, imparting of Entrepreneurship Development Training to prospective entrepreneurs and providing different technical know–how etc under one roof.

Role of DIC

To identify prospective Entrepreneur and viable projects for setting up of Industry.
Identify and make demand survey on the available resource of the District and plan for promotion of viable Industries in the area.
To grant Registrations EIN and Production Certificate/ Udyog Adhar to the entrepreneurs.
To prepare viable and feasible project reports.
To strengthen the guidance cell to solve the problems of the entrepreneurs.
To maintain up to date data on SSI Sector.
To recommend financial proposals to Financial Institutions/ Banks etc.
To allot Govt. land /shed in Industrial Estates through Single Window Mechanism.
To recommend for power connection.
To arrange EDP training.
To arrange exhibition, fair and publicity and visit of industrialists to Trade Fairs and different Industrial Estates of other States.
To solve the problems of the industrial units at the district level through District Facilitation Cell.
To monitor the health of existing SSI units and the progress of those in the pipe line.
To recommend different incentives as per the industrial policy of the State Govt.
To provide necessary marketing assistance.
To monitor the implementation of the Prime Minister’s Employment Generation Programme.
To assist revival of sick SSI Units.
To update the library in different DICs by procuring different hand books relating to industries.
To assist Banks on recovery through Certificate Court and direct recovery Camps

Organisational Structure

The District Industries Centre, Balangir is headed by the General Manager, who is a Senior Class–I Officer under which Manager/D.C.I.O in the rank of Jr. Class–I, Asst. Manager in the rank of Class–II and Industries Promotion Officers (Class–lll) at Block level are functioning and assisting in different promotional activities i.e SSI Sector, handicraft sector, Cottage and Village Industries Sector and Coop. societies (Ind) Sector. One Industrial Supervisors, One IPO(H.Qrs), one KVI Supervisor are functioning at DIC Headquarters to look after PMEGP and PSI Units, Small Scale Industries Sector, Indl, Co–op Societies and KVI Sector respectively.

The Asst.Manager(P) DIC, Balangir is the Drawing and Disbursing Officer and Establishment Officer and assisted by one Accountant, one Senior Steno,two Senior Clerk, one Junior Clerk, two Jr.Steno,15 nos of Class –lV staff are functioning at different block level attached to IPOs as well as DIC H.Quarters. One driver is also working under the Control of G.M, DIC, Balangir.

Activities– Micro, Small and Medium Enterprises (MSMEs)

The Micro, Small and Medium Enterprises (MSMEs) contribute significantly to value addition, employment generation, exports and overall growth and development of the country’s economy. Govt. of India has enacted the Micro, Small and Medium Enterprises Development Act–2006 with a view to providing a comprehensive legal frame work to address the needs of both the manufacturing and the service sector MSMEs, particularly to enable the MSMEs of the country to face the emerging challenges in globalized and competitive market. The Government of India has announced an all India campaign under the National Manufacturing Competitiveness Programme (NMCP) for the Micro, Small and Medium Enterprises so as to withstand global and organized competition and to thrive through better technologies and skills. The Govt. of Odisha has also notified Industrial Policy Resolution–2015 (IPR–2015) which provides for specific fiscal as well as non– fiscal interventions to develop the Micro, Small and Medium Enterprise of the State.

The Micro, Small and Medium Enterprises play a major role in broad– basing the industrial growth and augmenting employment opportunities, revenue, exports and economic growth. However, the MSMEs of the country as well as the state suffer from typical weakness and problems and have specific needs and requirements. In order to address such problems, needs and requirements of the MSMEs of the State in a focused manner and for their revival and development, Government of Odisha is declaring a policy as “ODISHA MSME DEVELOPMENT POLICY, 2009”.

To broad base the growth of MSME in all potential sectors of economy.
To provide opportunities to local entrepreneurial talent.

To make focused effort for sustainable and inclusive industrial growth aiming at balanced regional development.
To promote entrepreneurial spirit amongst the educated youth.
To enhance the contribution of MSMEs in manufacturing and services sector of the State’s economy.

Special handicraft made in the District with the locations and introduction

Balangir district rich in handicraft products mostly artisan of the district earning 60 –70 percent of their lively hood out of handicraft products. They have occupied a specific recognition in handicrafts realm. The following handicrafts products are in existence in Balangir District which are mentioned below with their location.

Initiatives taken to promote the handicrafts

To promote the handicrafts , Skill development training under Craft Village Scheme, Training under Guru sishya Parampara, and Training through MCM are being implemented. After skill development training programme artisans are being provided design development exposure visit etc., Besides, certain welfare scheme for handicrafts artisans are also being implemented i.e Bank linkage, Sustenance, Artisan credit card, Artisan Identity card, Different health insurance , Janashree Bima Yojana, Rehabilitation of handicrafts artisans, Handicrafts enterprises are also being implemented. For development of their marketing aspects, different exhibitions, Melas, are also being organized by the Government both in District level and state level .There are certain specific oganisation like Utkalika, ORMAS, to provide marketing support to the artisans.

PMEGP

Eligibility Conditions of Beneficiaries

Any individual, above 18 years of age
There will be no income ceiling for assistance for setting up projects under PMEGP.
For setting up of project costing above Rs.10 lakh in the manufacturing sector and above Rs. 5 lakh in the business /service sector, the beneficiaries should possess at least VIII standard pass educational qualification.
Assistance under the Scheme is available only for new projects sanctioned specifically under the PMEGP.
Self Help Groups (including those belonging to BPL provided that they have not availed benefits under any other Scheme) are also eligible for assistance under PMEGP.
Institutions registered under Societies Registration Act,1860.
Production Co–operative Societies.
Charitable Trusts.
Existing Units (under PMRY, REGP or any other scheme of Government of India or State Government) and the units that have already availed Government Subsidy under any other scheme of Government of India or State Government are not eligible.

Other eligibility conditions

A certified copy of the caste/community certificate or relevant document issued by the competent authority in the case of other special categories, is required to be produced by the beneficiary to the concerned branch of the Banks along with the Margin Money (subsidy) Claim.
A certified copy of the bye –laws of the institutions is required to be appended to the Margin Money (subsidy) Claim, wherever necessary.
Project cost will include Capital Expenditure and one cycle of Working Capital. Projects without Capital Expenditure are not eligible for financing under the Scheme. Projects costing more than Rs.5 lakh, which do not require working capital, need clearance from the Regional Office or Controller of the Bank’s Branch and the claims are required to be submitted with such certified copy of approval from Regional Office or Controller, as the case may be.
Cost of the land should not be included in the Project cost. Cost of the ready built as well as long lease or rental Work –shed/Workshop can be included in the project cost subject to restricting such cost of ready built as well as long lease or rental workshed/workshop to be included in the project cost calculated for a maximum period of 3 years only.
PMEGP is applicable to all new viable micro enterprises, including Village Industries projects except activities indicated in the negative list of Village Industries. Existing/old units are not eligible (Para 29 of the guidelines refers).

Note

The Institutions/Production Co–operative Societies/Trusts specifically registered as such and SC/ ST/ OBC/ Women/ Physically Handicapped / Ex–Servicemen and Minority Institutions with necessary provisions in the bye –laws to that effect are eligible for Margin Money (subsidy) for the special categories. However, for Institutions /Production Cooperative Societies/Trusts not registered as belonging to special categories, will be eligible for Margin Money (Subsidy) for general category.
Only one person from one family is eligible for obtaining financial assistance for setting up of projects under PMEGP. The ‘family’ includes self and spouse.
